TOOL A - Guidelines for the evaluation process - Section 2: Joint Evaluation

The joint evaluation meeting allows the actors of the partnership (AP) to meet and assign joint scores to each indicator, discussing the scores individually assigned, the information they have about the partnership and using the scoring guidelines.
Below the process to arrive at a shared scoring is described.

During the joint evaluation meeting APs select the person responsible for copying from the TOOL C1a and the TOOL C1b the individual scores assigned in the STEP 1 in TOOL C1 and to fill in the TOOL D.
After filling in TOOL C1 with individual scores, indicator by indicator, both partners:

  • will briefly present available data/information on the indicator, explaining the single score they have assigned and respond to questions of clarification;
  • will assign to each indicator a joint score, reaching consensus. However if unable to reach an agreement over the score, the box for the joint score has to be filled in with the word “DISAGREEMENT”.

After filling in TOOL C, automatically, the system will:

  • calculate the shared score for the sub-dimensions and for the dimensions of the partnership;
  • build the partnership diamond and the partnership diamond revised (that is different from the partnership diamond in case there will be disagreements about the joint scores) which illustrate the peculiarity of the partnership.

After all the indicators have been discussed and a shared scored reached, APs take few minutes to discuss the results (looking at the two different diamonds and at the differences between the individual diamonds and the joint ones).
After the scoring exercise APs share and discuss their lessons learned and find an agreement on future commitments for improving their partnership and fill in the TOOL D

TAKE NOTE:

  • The evaluation process can be implemented during different moments of the partnership whether it be while the partnership is ongoing, a priori, at the end of the partnership, at the end of the year of work, at the end of the project
  • If the partners decide to implement the whole evaluation process with the presence of a facilitator, in this phase the facilitator could help APs in the discussion prior and after the assignment of the joint score and in case of disagreements.
